Sir,

I am directed by Mr. Secretary MacDonald

to transmit to you a copy of a despatch from the

Kong(in

Governor of Hong Kong( in regard to a proposal

which has been made to the Government of Hong Kong

that it should allow the export of war material

from the Colony to Macao for re-export and use

ultimately by Chinese forces operating in South

Kwangtung.

2.

Subject to any observations that

Viscount Halifax may have to offer the Secretary

of State proposes to inform the Governor that he

concurs in the action taken in the matter.

3. Copies of the Secretary of State's

telegram of the 4th January 1937 and of the

Governor's despatch of the 20th January 1939
